In het strategisch plan draait het om het onderzoek waaruit blijkt of de implementatie van een eigen winkelformule een verstandige zet is of niet. *Na onderzoek moet blijken of er op de markt vraag en ruimte is voor het winkelconcept*, en intern bij het bedrijf moet het mogelijk zijn dit concept te financieren, implementeren en ondersteunen.
