I don't think this is about the total tonnage in the port, but about the tonnage (capacity) of the ship able to navigate the port channel.
"Dredging" is another clue.

: Unconvinced 'throughput' really implies 'capacité' — they'd like to increase traffic (hence tonnage) through the port — but it may already have more than enough 'capacity'; maybe more 'traitement' or 'en transit'? / No space to explain properly :-(

- le volume à draguer dans la passe sera effectué par XXXX au moyen de drague suceuses et pelles hydraulique :
et de tonnes quand il y a une mesure associée ex:
- pelle hydraulique avec godet de 40t
donc on peutt trouver : volume total à draguer 10 millions de tonnes
Sur la base de ce qui précède votre phrase semble indiquer des volumes et non pas des tonnages même si il y a au moins une personne qui va s'étendre sur le sujet.
