Context... rules. Or dominates, as the case may be. The sentence has already stated that it's talking about a totalitarian system, after which a mere tendency to dominate would sound oddly weak, to my ear. "Totalitarian system with its..." tells me that the rest of the phrase is going to elaborate how the totalitarian system governed or exercised its ruling power.

I'm puzzled... that everyone else's translation is different than mine! From Yefremov:
"Властвовать 1. Обладая высшей властью, управлять, править страною, государством. 2. Подчинять своей воле, управлять, распоряжаться. отт. Оказывать сильное воздействие, подчинять своему влиянию. 3. перен. Возвышаться над окружающими предметами или местностью. 4. перен. Занимать главенствующее положение; преобладать. отт. Действуя с чрезвычайной силой, охватывать всё пространство чего-либо (о бурях, штормах и т.п.)."

This covers both "governing/ruling" and "domination" in a more negative sense.

Plus Multitran, FWIW, gives for властвование: domination

tendency to dominate

Or domineering tendency, but then you've got three adjectives in a row.
You could say "practice of," but it sounds a bit "Russian" to me.

Although "ruling" would be closer to the original here, it sounds a bit awkward to say "practice of ruling". I think "way of governing" is a bit more natural.
