I'm with everyone who has mentioned alignment. It only takes a few minutes for a client to align an average sized document so I see no issue with exporting a TM I have created exclusively for that particular job.

Maybe some agencies would even ask you to create translation memories, if you didn't have them, or don't need them. You can ask that of in-house translators only.
