This is a foreign policy report:

El Congreso de los Estados Unidos autorizó, en octubre pasado, a aumentar de 400 a 800 los militares en suelo colombiano, *en tanto* hay otros 600 civiles empleados por empresas militares privadas, que algunas fuentes elevan hasta mil.

I can't quite find a good way to phrase this.... Thanks for your help.
