In this particular case, (and having spent a couple of days translating this document) I have to agree with Henry's reply. "Su procedencia" really did not have to do with origin in this case. But I believe that all three replies are correct translations, depending heavily upon context. Thanks to everyone for your help.

agree  Marina Torroja: the problem here is the Spanish writing, it has mistakes, so it is confusing. You´re right, it refers to "competence".
