I read another Kudoz question about profit-sharing in an insurance context, but would like confirmation from someone who is more of an expert in insurance that it is indeed what is taking place here since I don't have much context.

Although this is not the answer, I hate to close a question without giving at least some points! The insurance expert who reread this text for me understood this as the literal meaning of partication - take part in. Not that they could choose to particpate in the plan itself (because it is specifically for expatriates) but that they take an active part in it by choosing their covers (different modules, cover levels, extensions, etc.)

Explanation:
Perhaps the answer is more obvious. It seems to me that one of the specific featurs of this plan is that expatriates may participate (i.e., receive benefits and coverage). Not all insurance plans are open to non-nationals.

Sorry, I guess I answered your question about the word. But lenkl made the point about the concept. I think your confusion about the word derives from its use also to mean "share" in stock/equity terms. This is the more common English usage of "take part in".
