Description of the project:
Growing awareness of the problems of environmental degradation, climate change and resource depletion are drivers of cultural and political adaptations, increasingly leading towards individual behavior and policies accounting for environmental costs. This tendency is however very heterogeneously distributed over the planet, with major differences appearing e.g. between the developing and the developed world. Since hundreds of years, energy represents a main driver for development, and society’s demand for it is growing increasingly fast. The use of energy being the primary cause of climate change as well as of numerous other environmental nuisances, an increasing number of countries is implementing policies that take account of the negative effects of the energy use drawing on fossil fuel. In this way, primarily some of the western countries have lately enacted instruments such as feed-in tariffs that promote the production of electricity based on renewable energy sources replacing conventional generation based on fossil fuels. While such measures are still rare in the developing world, China surprised the world when it introduced the renewable energy law in 2005 (National People’s Congress 2005), building the basis for feed-in tariffs for renewable electricity as well as for a voluntary green electricity market as some industrialized countries had it already introduced.
However, while policies promoting renewable energies are becoming more and more popular as policy instruments, their effects and their effectiveness are still questioned. This is especially the case for the controversial feed-in tariffs that from one point of view might represent an important tool for reduction of greenhouse gas (GHG)-emissions, from another point of view however seem to be a rather expensive tool for mitigating climate change.
This research project will investigate the controversial feed-in tariffs as one possible monetary incentive to reduce GHG-emissions, a second example being GHG-taxes. Such monetary incentives have undeniable positive effects on the rate of renewably produced electricity and in reducing dependence on fossil fuels and thus on climate change. However, their economic effects are controversial: while the production based on renewable sources is often characterized by substantially higher costs than production of similar quantities by means of conventional power stations, the indirect regional economic effects of the money spent on the energy production are, if fuel is not domestically available, likely to be better for techniques based on local resources. This can be shown with economic models, as did e.g. Hudson and Jorgenson (Hudson and Jorgenson 1974) for a specific case in the US, Ziegelmann et al. (Ziegelmann et al. 2000) in Germany and Itho and Nakata (Itoh and Nakata 2004) in Japan. The overall effects of monetary incentives on domestic economy however depend on the exact characteristics of the policy as well as on the economic, geographical and technical frame in which they are implemented.
The aim of our project is to assess the environmental and (domestic) economic effects of feed-in tariffs and eventual alternatives to them. This will allow a cost-benefit comparison for various types of measures aiming at preservation of natural resources for one thing and at climate protection for another thing, relating environmental benefits to total economic impact. Ultimately, we will provide a tool capable of modeling the effect of different policies and thereby be able to help finding optimal strategies and policy-designs for the most efficient possible promotion of renewable electricity production. In addition, the results of this project will permit to evaluate performance of renewable electricity-measures against other possibilities of reducing environmental nuisances, such as GHG-emissions, for which cost-benefit analyses exist, and to decide which of these measures lead to the economically most effective, and thus maybe most sustainable, environmental protection.
We intend to focus our study on Switzerland and China, which could offer a number of specific interesting possibilities of analysis. First of all, the collaboration will allow both countries to compare their own experiences in the field of renewable energy production with the experiences made in the other country. For both countries a particular advantage of this mutual learning process exists in following manner:
* China’s renewable energy law implemented in 2006 foresees feed-in tariffs and incentives for consumers to voluntarily buy renewable electricity. The country will be able to draw upon the broader experiences of Switzerland, having introduced a functioning and well defined feed-in tariff scheme as well as private electricity distributors successfully marketing various mixes of green electricity. Regarding the fast increase in China’s energy need, but also the huge capacities of its renewable energy sources (Zhang 2007), this could be an important driver towards sustainable development.
* Switzerland will have the opportunity to receive close insight into the impact of the Chinese renewable energy-measures on the development of an electricity market in the framework of the extraordinarily dynamic Chinese economic development.
In addition, Switzerland and China having so strongly differing economic structures (e.g. with respect to country size, per capita income, environmental regulations and cleanliness of industrial plants, economic activities in primary and service sector, availability of raw materials), comparison of findings for the two countries could allow for a certain kind of “interpolation” and predictions about to be expected effects of changes in any of these parameters in both the countries.
The present project aims to focus on a number of specific research questions which we consider of primordial importance, namely:
1. What are the central elements determining costs and benefits of feed-in tariffs?
2. How can these central elements (in a)) and thus the costs and benefits be quantified?
3. What are the effects of these measures on regional (domestic) economic development?
4. How do costs and benefits of promotion of renewable energies compare to other climate protection measures, including CO2-taxes, considering different time horizons?
For a) through d) we will examine the existence of any systematic differences between Switzerland and China e.g. due to substantial differences in the CO2-intensity of the economies or in the relation of labor and material costs.
While we will address certain questions on a national level, for others, such as focus-question c), we intend to shift the view to a regional level as well, where case studies will help to specify in a more detailed way the impacts of novel energy systems on the regional economy. Examples of these could be the city of St. Gallen in Switzerland (Künzle 2008), its government having developed a specific energy concept primarily drawing new type of electricity production and distribution, and in China the focus on Shanghai might be sensible, the city having introduced the probably first system of voluntary green market system in the developing world in 2005 (Worldbank 2005).
Answering of the focus questions will draw on examination of the relevant aspects of all major processes relating the measures (such as feed-in tariffs) to the environmental and economic impacts. This will be done on the basis of profound literature research as well as adapted case studies and surveys among major stakeholders.

Real Time Gross Settlement System or RTGS is a large value funds transfer system, whereby banks can settle inter-bank transfers for their own account and also that of their customers.
The system executes final settlement of inter-bank funds transfers on a real time basis, transaction-by-transaction basis throughout the day without netting the debits and credits.
Technically, RTGS is a real time settlement of inter-bank payment system in a fully secure environment using digital signatures and PKI-based encryption for safe message transmission
The primary justification for a RTGS system is its ability to limit risks and bring in an element of efficiency to entire the business transaction. RTGS systems can contribute substantially to limiting payment system risks. With their continuous intraday final transfer capability, RTGS systems are able to minimize or even eliminate the basic inter-bank risks in the settlement process.
More specifically, RTGS can substantially reduce the duration of credit and liquidity exposures.
Secondly, being a paperless form of a system where funds get transferred almost instantaneously (theoretically), this brings in an efficiency to the underlying business transaction.

When you are ready to add a new requisition to the system, depending upon your organization’s implementation of Enterprise, you may have a single req form template to choose from, or multiple req form templates. For example, you may use one req form template for full time hires, and a different req form template to use for temporary hires.

Chinese contemporary new painting is the confluence of the chaotic and transitional Chinese contemporary art and social undercurrents, from the scar painting, rural painting and rational painting of the 1980’s to the rascals and cynical realists, political pop and kitsch painting of the ‘90’s. Following the changes in China’s social structure, Chinese contemporary art went from the idealism of modernization in the ‘80’s to a state where capital and the market became the stuff of legend following the arrival of market and consumer-oriented globalization and commercialization and the dawn of the information and internet age. The deep changes in the economic system also drastically changed our politics, culture, life and art. It is complicated and difficult to try and decode Chinese contemporary art in the midst of this thriving and chaotic scene. The materialist desires of collectivism, the collapse of traditional cultural roots, the universal sense of spiritual disorientation among contemporary people and the combination of a globalizing economy and the transitional phase of postsocialist politics and economics have brought massive change and upheaval to every single Chinese person, and emerged as the astounding spectacle of festering ruins and blossoming construction sites standing side by side. These things make up the basic traits of Chinese society today. Statutory health insurance coverage of pharmaceuticals
The coverage of drugs in the SHI benefit basket is not a straightforward affair. Unlike many other countries, Germany does not have a “positive list” of SHI- reimbursable pharmaceuticals. The Health Care Structure Act of 1993 had included a mandate for a positive list to be developed by the Federal Ministry of Health. This regulation, however, was dropped only weeks before it was supposed to be put into effect on 1 January 1996. The Federal Minister of Health decided not to pursue the idea of a positive list and justified this by citing the successful cost-containment measures in the pharmaceuticals sector, the otherwise rising costs for chronic patients due to OTC purchases and, most importantly, the threat to smaller pharmaceutical companies. While this decision was welcomed by the pharmaceutical industry, it was criticized by both the sickness funds and the Social Democratic Party. The SHI Reform Act of 2000 again introduced the mandate for a positive list, which the Federal Ministry of Health, supported by an expert commission, consequentially submitted to the Federal Council at the end of 2002. However, the opposition, having the majority in the Council, threatened to reject the proposal. Following opposition and government negotiations for the SHI Modernization Act, the ministry’s mandate for compiling a positive list was withdrawn again.
